
On 8 December 2025, the first meeting of the Sectoral Competence Council for the Space Industry was held at the headquarters of the Industrial Development Agency (Agencja Rozwoju Przemysłu S.A.) in Warsaw, marking the inauguration of the Council’s work in its new term. The meeting was opened by Krzysztof Gulda, President of the Polish Agency for Enterprise Development (PARP), and Łukasz Kotapski, Vice-President of the Management Board of the Industrial Development Agency, who emphasized the importance of institutional cooperation in developing human capital for the space sector.
The Council operates within the framework of the project “Tasks of the Sectoral Competence Council – Space Industry”, implemented on behalf of the Polish Agency for Enterprise Development (PARP) under the European Funds for Social Development 2021–2027 (FERS) programme. The project is led by the Industrial Development Agency (ARP S.A.), with the Polish Space Industry Employers’ Association (ZPSK) acting as a project partner, contributing to both substantive and facilitation activities.
During the meeting, the Council adopted the Rules of Procedure of the Sectoral Competence Council for the Space Industry as well as the Framework Work Plan for 2025–2026. Through a formal vote, the Council elected its Presidium, composed of Paweł Pacek as Chair of the Council, and three Vice-Chairs: Kinga Gruszecka, Michał Pilecki, and Piotr Orleański.
The Council also decided to establish four working groups:
– the Research and Analysis Working Group (Joanna Cygler, Kinga Gruszecka, Cezary Kołodziejek, Katarzyna Malinowska, Paweł Pacek, Daniel Płudowski),
– the Enterprises Working Group (Maciej Myśliwiec, Daniel Płudowski, Mikołaj Podgórski, Paweł Wojtkiewicz, Michał Zachara),
– the Competences Working Group (Piotr Kaczmarek-Kurczak, Jan Kindracki, Maciej Myśliwiec, Piotr Orleański, Michał Pilecki),
– the Recommendations Working Group (Kinga Gruszecka, Cezary Kołodziejek, Paweł Pacek, Michał Pilecki, Mikołaj Podgórski, Paweł Wojtkiewicz).
The Council’s Animator, Paweł Ziemnicki, presented the proposed assumptions for the planned research activities for 2026. These include, among others, an analysis of regulatory barriers to the development of the space sector in Poland, the identification of competence gaps—both technical and managerial—an assessment of the involvement of Polish enterprises in European space programmes, and challenges related to the commercialisation of research and development results.
The next meeting of the Sectoral Competence Council for the Space Industry is scheduled for 23 March 2026.
